The Document

The Kazakh State Property Registry, auction records division, maintains digitized records of privatization proceedings from the 1991–1994 transition period. Not all records from this period are accessible. Some are.

Lot 47 of the autumn 1992 closed tender proceedings contains the following:

Asset description: Successor assets of Technical Complex 7 (TK-7), Frequencies Sector. Including: (1) all patents and technical documentation relating to frequency modulation infrastructure; (2) physical equipment at the relevant facility; (3) personnel records archive; (4) facility operating rights; (5) all associated intellectual property.

Tender type: Closed. Single-bidder process.

Starting price: 12,400 rubles.

Bidder: Kaskad Holding Ltd., Limassol, Cyprus.

Result: Sold. Full price. No competing bids.


The Price

I did not immediately write down what 12,400 rubles was worth in October 1992. I looked it up. I sat with the number for a while. I am not going to write the conversion here.

The number 12,400 is sufficient.


What Was Sold

Patents. Equipment. Personnel records. Facility rights. All associated intellectual property.

This includes: the calibration parameters for a frequency modulation signal that has been running since the 1970s. The signal that Viktor Morozov measured for eleven years. The signal that appears in my data every Tuesday at 14:37. The signal for which Belov was transferred in 1979 for identifying its source direction.

The signal has a price. It was set in 1992. Nobody else was informed of the auction.

I have forwarded the document to Natalya. I have not yet heard back.
