Third meeting with Timur Ryabov. A different café — not near Furmanov Street.

He was already there when I arrived. He had a folder on the table. He was drinking tea.

We spoke for two hours and seven minutes. He left at 12:21. I sat alone for twenty-three minutes before walking home.


What He Knew

Timur learned who had acquired the TK-7 assets in 1997. He had been approached indirectly — through a former colleague — to consult for a new company on signal calibration methods. He recognized the technical specifications immediately. He declined.

By declining, he understood what the company was. He has known the name for twenty-nine years.

“I told myself it was not my problem. I had left the facility. I had signed what I had signed. For twenty-nine years I told myself this.”

Then: “I did not know who should hear it. And then you started your blog.”

He watched my post from December 2025 — the first one, about the refrigerator. He watched the Tuesday measurements accumulate through January, February, March. He waited to see if I would stop.


The Transfer Protocol

He gave me a copy of the handover document.

Formal title: Protocol of Transfer of Technical Infrastructure and Intellectual Property, TK-7 Frequencies Sector. Dated October 14, 1992. Fourteen categories of assets transferred from the Soviet state successor authority to Kaskad Holding Ltd.

Category 7: “Signal generation and calibration infrastructure, including all active parameters, modulation specifications, and associated technical documentation.”

I walked home along the shop route. 2.1 km. I have walked it many times. I did not count today.
